Across this region the rules change sharply at every city line. A home that is fully legal on one side of a boundary can be capped, permitted, or prohibited on the other.   • Total STRs capped at 2% of residential structures; no new applications accepted when the cap is full
  • All new permits must be owner-occupied (owner present at least 185 days per year)
  • Non-owner-occupied investment STRs are not permitted under the new-permit rules

Monument

Tri-Lakes & the north end

Business license
  • No STR-specific ordinance in Monument: no dedicated STR permit, no cap, and no owner-occupancy requirement
  • A Town of Monument business license is required to operate a rental inside town limits
  • Sales tax applies to stays under 30 days; Monument self-collects, so confirm the current combined rate with the Town and the Colorado Department of Revenue

Palmer Lake

Tri-Lakes & the north end

Town STR license
  • A Town of Palmer Lake short-term rental license is required to operate; the town governs STRs directly (Ordinance 12 of 2021, as amended)
  • The license runs May 1 through April 30 and must be renewed annually before it expires; a nonrefundable application fee applies
  • A designated local contact (up to two people) with property access and emergency decision authority is required

  • The license is renewed annually by filing a Short-Term Rental License Annual Affidavit
  • Sales and lodging tax (roughly 8.5% combined) applies to stays under 30 days

Woodland Park

Teller County

Owner-occupied only
  • In residential zones, a short-term rental must be the owner's primary residence (Ordinance 1469)
  • Non-owner-occupied rentals are allowed only in commercial zones, an effective ban for typical residential investors
  • No grandfathering: previously non-owner-occupied rentals were not renewed after 2024
